CAP allows a consistent warning message to be disseminated simultaneously over many different warning systems, thus increasing warning effectiveness while simplifying the warning task. Developed by an ad-hoc working group of emergency management and communication specialists, and endorsed by the non-profit Partnership for Public Warning, the CAP foramt has been adopted as a Committee Specification by the OASIS Emergency Management Technical Committee (http://www.oasis-open.org/committees/emergency/).
